Stated plainly because you are paying partly for something that does not exist. You get it at this price when it ships, and priority over later customers. If we never ship it, the things above are what you paid for, and they work now.
Why revocation is the hard part
Issuing a credential is cheap and eventually becomes free, which is what happened to TLS certificates. The certificate authority business survived on the revocation infrastructure that relying parties query forever. A trust product that cannot say this entry is no longer valid is not a trust product, and revocation cannot be retrofitted onto credentials already issued. That is why entity verification is not simply a signing button we could ship this week.
